What is JUUL?

JUUL is electronic cigarette that first came on to the market in June 2015. JUUL delivery systems (known as pods) look similar to a USB flash drive and contain dangerously high amounts of nicotine. A single JUUL pod contains the same amount of nicotine as an entire pack of traditional cigarettes. In general, e-cigarettes contain a lower dose of nicotine, ranging from 6 to 30 milligrams of nicotine per milliliter of liquid. JUUL contains a much higher concentration of nicotine: 59 milligrams of nicotine per milliliter of liquid.

JUUL Marketed to Children and Young Adults

Over the past few years, e-cigarettes have become more appealing to young people. JUUL is particularly attractive because of its USB-shaped design as well as nicotine-solution flavorings like “Fruit Medley,” “Mango,” “Mint,” and “Creme.” These lawsuits allege that JUUL has targeted children and young adults by marketing these devices as a safer alternative to smoking cigarettes.

On September 9, 2019, the FDA issued a Warning Letter to JUUL for “market[ing] its products as modified risk tobacco products” without approval. The Warning Letter noted that JUUL has referred to its products, for example as “99% safe” than cigarettes, “much safer” than cigarettes, “totally safe,” and “a safer alternative than smoking cigarettes.” In its September 9, 2019 letter to JUUL, the Center for Tobacco Products wrote: “We are also concerned that parts of the “Make the Switch” campaign may also convey that switching to JUUL is a safer alternative to cigarettes, in that using JUUL products poses less risk or is less harmful than cigarettes.”
